Sumter Ave Stabbing Victim in Rosedale Dies


Cody Mulligan, a 21-year-old man who suffered life-threatening wounds after being stabbed outside of his home on Sumter Avenue in Rosedale last Saturday afternoon, has died.

The investigation determined that Mulligan was exiting his home at the same time the suspect, identified as James John Marchsteiner III, was walking down the sidewalk. Unprovoked, Marchsteiner ran toward Mulligan and stabbed him multiple times in the upper body.

Mulligan died on Jan. 7 at Johns Hopkins Bayview Medical Center.

Marchsteiner was arrested at the scene and remains held on no bail status, previously charged with attempted first degree murder, and first and second degree assault. Investigators will consult with the Baltimore County State’s Attorney’s Office on seeking the additional charge of first degree murder.

BCPS Updates Latest Reopening Plan for 2021


Baltimore County Public Schools has updated its Reopening Plan to include details about in-person instruction options for all students. Families will choose to continue virtual learning or to begin hybrid learning, with timing driven by local and state health metrics.

The newly added information pertains to three groups of students. In the plan’s new Appendix N, guidance is provided for students in Grades 3 – 12 whose Individualized Education Programs include a least restrictive environment that is primarily outside of the general education classroom setting. This plan also includes students in select Career and Technical Education programs that require hands-on learning to earn professional licenses or certifications.

The new Appendix O is focused on the remaining students in Grades 3 – 12. Together with already released sections focused on students at public separate day schools (Appendix L) and students in Grades Preschool through 2 (Appendix M), the BCPS Reopening Plan now includes all students.

“I commend the educators and leaders who developed these crucial portions of our Reopening Plan, as we look ahead to the time when it will be safe to phase in in-person instruction for small groups of students,” said BCPS Superintendent Dr. Darryl L. Williams. “Despite the ransomware attack, we will be ready to welcome students back into school buildings when local COVID-19 transmission is low.”

The newest portions of the plan were presented to the Board of Education of Baltimore County during its December 22, 2020, meeting, and are organized into three parts: Health and Safety, System and School Operations, and Instructional Model.

• The Health and Safety section refers to Safety Is Our True North (Appendix A of the Reopening Plan), and addresses health metrics, a variety of mitigation strategies, compliance monitoring, screening, personal protective equipment (PPE), ventilation, health services, safety, and social and emotional learning.

• The System and School Operations section includes information about how students will be placed in small groups, drop-off and pick-up, transportation, meals, attendance, visitors, and a questionnaire families will use to indicate whether or not students will return to school buildings for hybrid learning.

• The Instructional Model section includes class assignments, how families can change student placements, schedules, the elementary model, English for Speakers of Other Languages (ESOL), special education, staffing, class layouts, and assessment.

The Reopening Plan will continue to be updated as the pandemic continues to evolve. The COVID-19 Info section of the BCPS website includes additional resources for families and staff.

BCPS Seniors Become General Assembly Pages


Six Baltimore County Public Schools high school seniors have been selected to serve as 2021 Maryland General Assembly student pages, including students from Patapsco High School & Center for the Arts, Easten Tech and Perry Hall high schools.

According to the Maryland General Assembly website, the 2021 Virtual Page Program has been “re-imagined” to provide the 2021 participants an opportunity to better understand and experience the legislative process and have virtual access to legislators and their staffs. The selected pages will serve two nonconsecutive weeks during the 13 weeks of session and will receive a stipend for each day of participation.

The BCPS students who will participate are:

Pages will experience daily legislative sessions, discussions about the law-making processes, presentations by legislators and legislative staff, committee hearings, and the review and tracking of legislation. Pages will also have virtual access to each other for student-to-student activities and discussions.

Man Dies in Essex Shooting on Ashbridge Drive


Baltimore County Police are investigating a shooting that injured two people in Essex this afternoon.

Police responded to the 900 block of Ashbridge Drive in Essex on Monday, Jan. 4 at 1:25 p.m. and found two male victims suffering from gunshot wounds outside of the Kings Mill Apartments and Townhomes.

Both victims were transported to an area hospital. One of two victims involved in a shooting in Essex yesterday has died.

Kenneth Andre Chamberlain (25) of the 100 block of North Central Avenue, 21202 suffered at least one gunshot wound to the upper body after exiting an apartment building in the Kings Mill Apartments and Townhomes community with the second victim, a 26-year-old man who also suffered at least one gunshot wound to the upper body.

Detectives are asking anyone who may have seen anyone or anything in that area at the time of the shooting to contact detectives by calling 410-307-2020. Callers may remain anonymous and may be eligible for a reward when submitting tips through Metro Crime Stoppers.

Rosedale Man Arrested in Sumter Ave Stabbing


Baltimore County Police made a quick arrest of the suspect responsible for stabbing a man on Jan. 2 in Rosedale.

Just after 4:30 p.m., officers responded to the 1000 block of Sumter Avenue in Rosedale for a stabbing.

The investigation determined that the victim, a 21-year old man, walked out his home as the suspect walked near the victim’s home. 

The suspect, who held a knife, began yelling at the victim before running to him and stabbing him multiple times in the upper body.

The victim was transported by medics to a local hospital where he remains in critical condition.

The suspect, James John Marchsteiner III (47) of the 1000 block of Sumter Avenue, in Rosedale remained at the scene and was arrested. 

Marchsteiner was charged with attempted first-degree murder. He is held at the Baltimore County Detention Center on a no bail status pending a bail review hearing. 

Officers continue the investigation to determine the circumstances surrounding this stabbing.

Officer Crashes Into Dundalk Telephone Pole


A Baltimore County Police Officer traveled on North Point Road in Dundalk near Pinewood Road, in a marked patrol car when a vehicle made a left turn in front of the officer on Friday, Jan. 1 around 3 p.m.

The officer swerved to avoid striking the vehicle and crashed into a telephone pole. The officer was transported to a local hospital with non-life threatening injuries. 

The Baltimore County Police Department’s Crash Team continues the investigation and is asking anyone who may have information regarding this crash to contact police at 410-307-2020.  

Arrest Made in Police Car Crash


The woman who crashed into a Baltimore County Police patrol car early Saturday morning on Pulaski Highway in Rosedale is identified as Jumana Abdel-Hamid Alhamarneh (33) of no fixed address.

Further investigation revealed that Alhamarneh was briefly staying with someone in Pennsylvania before stealing their Lincoln Town Car Friday night.

Officers from the Pennsylvania State Police were in the process of conducting a stolen vehicle investigation at the time that Alhamarneh crashed the Lincoln into the patrol car on Pulaski Highway just after midnight Saturday morning.

A warrant was issued by the Pennsylvania State Police for the vehicle theft. Alhamarneh is additionally charged in Baltimore County with “Fugitive from Justice – PA” and is held on no bail status pending a bail review hearing.

Suspect Shoots Self After Police Pursuit

Suspect dies of a self-inflicted gunshot wound near 702


A robbery suspect who crashed on I-695 on Sunday morning appears to have died of a self-inflicted gunshot wound.

Just before 8 a.m., Harford County Sheriff’s Office deputies released a description of a 2004 Honda Accord being driven by a person suspected in several armed robberies in Harford County that they were pursuing into Baltimore County. 

As they entered the County near Philadelphia Road and Campbell Boulevard, Baltimore County Police officers located the vehicle and continued the pursuit.

Officers followed the Honda onto the inner loop of I-695 near Route 702, where it began to drive erratically, striking a guardrail several times and eventually coming to a stop just before Eastern Avenue. 

Officers approached the vehicle and discovered the driver suffering from serious injuries, breaking the window to remove the driver from the vehicle. The driver was transported to a local hospital where he was pronounced dead.

A weapon was recovered from inside the Honda and police believe the vehicle began driving erratically and crashed as a result of a self-inflicted gunshot wound by the driver.  

Information on the robberies and the initial pursuit will be handled by Harford County Sheriff’s Office and the Aberdeen Police Department. 

The name of the deceased driver is being held pending notification of next of kin. The Baltimore County Police Homicide Unit is continuing the investigation into this incident.

Officer Injured in Pulaski Highway Crash


Officers arrested a suspect after she crashed into a Baltimore County Police patrol car this morning.

Just after 12 a.m. on December 26, Officers from the White Marsh precinct responded to the 8400 block of Pulaski Highway in Rosedale after a patrol officer was struck by a stolen 2007 Lincoln Town Car.

The investigation revealed that the officer was stationary inside of his marked patrol car working DUI enforcement when the suspect lost control of the Lincoln and struck the patrol car on the driver side. The officer was transported to R Adams Cowley Shock Trauma Center with non-life threatening injuries and has since been released.

The suspect was apprehended and also transported to an area hospital. She is expected to survive her injuries.

The identity of the suspect, an adult woman, is withheld pending formal charges.

Double Shooting Reported in Dundalk Area


Baltimore County Police are investigating a double shooting that occurred in the early hours Sunday, Dec. 20.

Just after midnight Sunday morning, officers responded to the 7400 block of Durwood Road in Dundalk to investigate a shooting. Upon arrival they located one adult man inside of a residence suffering from at least one gunshot wound to the upper body. He was transported to an area hospital. Detectives were alerted of a second adult male victim who was also shot during this incident and was driven to the same area hospital. Both victims have life threatening injuries. Detectives believe this was a targeted attack and the investigation is on-going. Evidence from the crime scenes has determined the shootings were outside of the location and on the street.
