Police Arrest Parkville Man; Searching for Additional Rape Victims


Detectives are searching for additional victims after charging a man with numerous sexual offenses, including second degree rape.

Booking photo of Albert Chang PealAlbert Chang Peal (52) of the 9000 block of Naygall Road, 21234, was arrested on a warrant Tuesday after a lengthy investigation. The charges, including various degrees of rape, sex offense, and videoing without permission, stemmed from an incident reported on March 5. The ensuing investigation has led detectives to believe that there are additional women who have been victimized by Peal, and they hope those women will reach out to detectives with information.

The victim in this case was acquainted with Peal, as she was an employee at an establishment he frequents. Peal offered to drive the victim home after she’d been drinking at a local nightclub. Instead, he drove her to his home in Parkville where he took advantage of her level of intoxication, recording the incident unbeknownst to the victim. The victim later reported the incident to police.

The investigation led to the discovery of a second victim that detectives contacted on April 2. This woman was also sexually assaulted by Peal under a similar set of circumstances, but had not reported the incident.

The Baltimore County Police Special Victims Unit is asking anyone who may have had a similar encounter with Peal, or knows of a similar incident that he may have been involved in, to contact detectives by calling 410-307-2020.

Peal is charged with the following sexual offenses:
•Two counts of second degree rape
•Two counts of third degree sex offense
•Two counts of fourth degree sex offense
•Visual surveillance – private area
•Private place – prurient intent

Initially held on no bail status, Peal was released yesterday on his own recognizance following a bail review hearing.

Police Arrest Two Men in Middle River for Attempted Armed Robbery


Baltimore County Police arrest two men for attempted armed robbery in Middle River Monday night.

The investigation determined just after 10:27 p.m., the victim, an adult woman, stood behind the Middle River Assembly of God in the 9600 block of Bird River Road.

Two suspects, one armed with an apparent handgun, walked up to the victim and demanded her money. The victim screamed for help and the suspects ran away. Police quickly found and arrested the two suspects in the 1200 block of Middle River Road, 21220.

Nigel Carlton Torrence (21) of the 1700 block of Waverly Way, of Baltimore City and Dontrell Kelvin Randall (19) of the unit block of King Charles Circle of Rosedale were arrested and charged with armed robbery, first-degree-assault and second-degree-assault. Both suspects are held at the Baltimore County Detention Center on a no bail status pending a bail review hearing.

Bel Air Motorcyclist Killed in Carney Sunday Crash


Police are investigating a fatal crash on northbound Harford Road and East Joppa Road in Carney Sunday afternoon.

The preliminary investigation revealed that at 3:04 p.m. a Harley Davidson motorcycle driving north on Harford Road attempted to pass another vehicle, also traveling north on Harford Road, and collided with the passenger side of a Dodge Durango that was crossing Harford Road eastbound. The operator and passenger of the motorcycle were ejected.

The operator of the motorcycle, Bryan Eric Yarworth Sr. (62) of the 1600 block of Dogwood Lane, of Bel Air, was pronounced deceased at the scene. The passenger of the motorcycle was transported to a local hospital with life-threatening injuries. The driver and passenger of the Dodge were uninjured and remained at the scene.

The Baltimore County Crash Team is working to determined all of the factors involved in the fatal crash.

Police Investigating A Late Night Rossville Shooting

Police responded to an area hospital around 9 p.m, after the victim, an adult man, responded there with a gunshot wound to the lower body. The preliminary investigation indicates the shooting occurred in the area of Kimbark Court and Brushfield Road, a section of Rossville.

Detectives from the Baltimore County Police Violent Crimes Unit are continuing to investigate the circumstances of the shooting. Anyone who may have seen or heard anything unusual in that area last night is asked to contact detectives at 410-307-2020. Fatal Crash With Pedestrian Reported in Rosedale Area


Police are investigating a fatal crash on Pulaski Highway and Rossville Boulevard in Rosedale yesterday morning.

The preliminary investigation revealed that at 5:49 a.m., a man crossed Pulaski Highway at a crosswalk that was closed for construction on Thursday, April 16. He was struck by a Chevrolet Camaro traveling west on Pulaski Highway towards Rossville Boulevard. The pedestrian is identified as Arthur Joseph, Jr. (45) whose last known address is in the 4800 block of Reisterstown Road, 21215. Joseph was transported to MedStar Franklin Square Medical Center where he was pronounced deceased.

The Baltimore County Crash Team is working to determine all of the factors involved in the fatal crash. The driver of the Chevrolet did remain at the scene of the crash.

Man Tries to Ignite Gas Pumps In Middle River


Baltimore County Police arrest one suspect for attempted arson in Middle River.

Police responded to Royal Farms in the 12500 block of Eastern Avenue, 21220 just after 10 p.m. Tuesday night for a disturbance. The initial investigation revealed that a man left the location after refusing to pay for an item.

A short time later he returned and removed a fire extinguisher from a gas pump and discharged it in the parking lot. Then he grabbed the gas pump nozzles of numerous pumps and forcefully struck them against the sides of the gas pump terminals. Afterward, he attempted to ignite numerous gas pumps while threatening to set the location on fire. Police found him a short distance away with the fire extinguisher.

Evan Wendell Hunt (26), who has no fixed address, was arrested and is charged with attempted second degree arson, threat of arson and various other charges. He is held at the Baltimore County Detention Center on a no bail status pending a bail hearing.

Police Report Two Essex Men Shot & Killed Each Other


Police have identified two victims of a double shooting in Essex who shot and killed each other on Friday April 10.

Police responded to Norris Lane and Torner Road at 12:13 p.m. for a call of a shooting and located two victims suffering from gunshot wounds. Both were transported to Johns Hopkins Bayview Medical Center where they later died.

The investigation has revealed that both victims, identified as Garrett Lucas Cox Jr. (18) of the 400 block of Torner Road, 21221 and Antione Baye Richards Jr. (20) of the 1000 block of Debbie Avenue, 21221, were passengers of the same vehicle when they began to argue, escalating to both retrieving firearms and shooting one another inside the vehicle. Both attempted to flee the vehicle but collapsed nearby.

Water Rescue Reported in Essex After Car Stuck in Flood


With heavy amount of rain expected this afternoon, Baltimore County Police are reminding motorists not to drive through standing water. Water may be deeper than it appears or obscure other hazards in the road.

Kingsville Volunteer Fire Company reported that their Swiftwater Team 48 was alerted for a flood rescue on Monday morning near Golden Ring Road in Essex.

Kingsville VFC reported that the driver able was to swim to safety, but they are telling drivers to turn around if they find these types of flooded conditions.

Baltimore County Celebrates 146th Year of Police Department


Today marks the 146th anniversary of the Baltimore County Police Department. Established by the Maryland legislature on April 11, 1874, the Department has evolved into the 21st largest police agency in the United States.

The Maryland Legislature approved what became Chapter 374 of the Laws of Maryland, authorizing the Baltimore County Commissioners to “appoint such number of policemen as they may deem advisable…,” that number not to exceed thirty officers. Starting pay was two dollars per day, with the exception of mounted police officers, who received three dollars per day but had to supply and sustain their own horse and riding equipment. They were expected to work seven days a week until 1912 when officers were finally given 12 days off per year. There was no formal training for police officers until 1939 when a one week training program was instituted. According to historical census data from the Maryland State Department of Planning the population of Baltimore County was around 25,000 in 1870.

Today, Baltimore County Police Department is the 21st largest police department in the nation, with more than 1900 sworn officers serving a population of over 828,000 and growing (per 2018 estimated census data). Starting pay for a sworn officer today is $54,037. Officers must pass a rigorous 27-week training program. They’ve also been given a few additional days off since its inception.

In recognition of the Department’s anniversary, and in an effort to memorialize all of the changes that policing and the Department have undergone, the Department worked on an Anniversary Yearbook which was published earlier this year.

Police Investigating a Friday Double Shooting In Essex


Baltimore County Police are investigating a double shooting in Essex this afternoon.

Police responded to the intersection of Norris Lane and Torner Road in Essex at 12:13 p.m. for a shooting. The initial investigation determined that two men were shot and transported to local hospitals by medics. The ages and condition of the victims are unconfirmed at this time. The suspect fled the scene prior to police arrival.
