Rosedale VFC & Santa to Tour Community


The Rosedale Volunteer Fire Company has started its tour with Santa on the Fire Truck in the Rosedale/Overlea community. The tour started last Monday and a schedule has been released until Saturday, Dec. 12. Rosedale VFC released the statement on its Facebook page last week about the event.

“To the Rosedale community, we are beginning to bring Santa around to the community, please pay careful attention to the posted routes on the maps for the streets we will be coming down. If we are not coming down your street we ask that you come to an intersection that we pass through if you would like to see Santa,” said the Rosedale VFC.

“Please take note of the time and effort that goes into bringing Santa to the community, while also selling Christmas trees. We are still providing emergency coverage to the community and will make our best effort to keep Santa traveling along his route.
Don’t be a Grinch we are doing the best we can.”

Overlea Murder Still Unsolved from May 2020


Baltimore County Police continue to investigate the murder of 28- year-old Kenyon Jerrod Bryant and are turning to the public for assistance.

Bryant’s family is pleading with the public for help in an effort to encourage anyone with information to come forward.

On May 15 just after 2 a.m. police responded to the 6200 block of Radecke Avenue in Overlea for a shooting.

Responding officers found Kenyon Jerrod Bryant lying in the back yard suffering from a gunshot wound to the upper body. He was transported to a local hospital where he remained in critical condition until he succumbed to his injuries on May 24.

BCPS Releases High School Construction Recommendations


Baltimore County and Baltimore County Public Schools (BCPS) have released the recommendations from the first phase of the Multi-Year Improvement Plan for All Schools (MYIPAS).

MYIPAS is a 10-year capital planning process that will identify and prioritize needed improvements to Baltimore County’s school infrastructure.

The first phase focused on high schools. The second phase, focusing on all remaining schools, centers, and programs, is scheduled to be complete in May 2021. A final report is expected by fall 2021.

“We view the development of this plan as an important step forward on the path toward ensuring that all of our school buildings offer the type of physical environment most conducive for teaching and learning,” said BCPS Superintendent Dr. Darryl L. Williams.

Part of the construction recommendations has three groups based on priority.

Group 1 is considered the highest priority and is called Legacy Project which includes a $150 million demolition/reconstruction 1700-seat capacity school at Lansdowne High School.

The Group 2 recommendations is called Critical Additions which includes for four projects:
• Additional 650 seats to Dundalk High School
• Additional 500 seats and renovation for a new kitchen and cafeteria area at Towson High School
• Additional 200 seats and renovation at Loch Raven High School, which would relieve some overcrowding at Parkville High School
• Additional 250 seats to Patapsco High Center for the Arts

The Group 3 Recommendations is Relief Schools and/or Additions for a new high school in the northeast area of Baltimore County area and a new middle school/high school in the Sparrows Point/Edgemere area.

There are two options for both areas depending on funding. The first option calls for Perry Hall High School to add 225 seats with an addition to the cafeteria area; additional 200 seats to Overlea High School; and an additional 75 seats to Kenwood High School. Those three additions are projected to cost $50 million.

The second option for the northeast area is for Baltimore County to acquire land and to build a 1,200 seat new high school, along with the Perry Hall High renovation plan. Total cost is projected at $200 million.

Fifth District Councilman David Marks said he favors new school buildings.

“For more than two decades, I have worked to build new schools in Baltimore County. We have had some success with the construction of Honeygo Elementary School and county funding for two new schools,” Marks said in a statement.

“While these recommendations are preliminary, I do not support warehousing students by building additions at already-crowded schools. This plan needs input, scrutiny and changes.”

In Sparrows Point, both the high school and middle school share one building.
The first plan is to add 325 seats to the high school for around $50 million. The second proposal is build a new 750-seat middle school at a new location at $200 million and renovate the high school/middle school campus into a larger Sparrows Point High school.

Of course, the plans will be determined by the amount of funding. It appeared that Baltimore County and other jurisdictions throughout the state were going to be beneficiaries of the Learn to Build Act. The $400 million school construction bill was passed by the Maryland General Assembly and was expected to be signed into law by Gov. Larry Hogan. Then the coronavirus pandemic hit and Hogan vetoed all spending bills. The Maryland General Assembly could override Hogan’s veto.

A portion of that bill would provide funding for three northeast Baltimore County school projects; a new elementary school in the Rossville area, a new middle school at Nottingham Park on King Avenue and to expand Pine Grove Middle School in Carney.

If the veto is overridden and Baltimore County commits local matching funds, large renovation projects for all assessed adequacy, equity, and condition priorities could take place at all schools within 15 years.

If the Learn to Build Act does not provide local funding, there are two scenarios.

The first scenario would prioritize renovations for reduced scope at all schools within 15 years. The other scenario is not recommended by Baltimore County but would provide single large renovations every two – three years, but with many schools waiting decades for improvements.

“Every student in Baltimore County, regardless of their zip code, deserves access to a safe, modern school facility that meets the needs of their community,” said County Executive Johnny Olszewski.

“With aging infrastructure and a growing population, we have significant needs at the high school level, and these initial recommendations will serve as a critical resource as we work to ensure equitable allocation of resources throughout the County.”

The initial recommendations were developed by consultants from CannonDesign, a national architecture and planning company that has led over 1,300 education facility projects across the country, including over 200 education master plans.

Robbery at Rosedale Walgreens-A suspect pretended to make a purchase at the register at Walgreens in the 8600 block of Philadelphia Road. During the transaction, the suspect reached over the counter, shoved the clerk’s arm and grabbed cash from the register on Friday, Dec. 10 at 11:20 a.m. The suspect then fled.

Shots Fired at Overlea House-An unknown suspect exited a vehicle, walked up to the house in the 400 block of Walcott Road and fired multiple shots into the front of the home on Monday, Dec 7 at 3:41 a.m. None of the occupants in the home were injured.

Shed Burglary in Perry Hall-An unknown suspect(s) pried both doors of the victim’s shed in the 4400 block of Cross Brook Drive in Perry Hall and removed property on Friday, Dec. 4 at 10:00 p.m.

Golden Ring Middle School Vandalized-Sometime between 6:30 p.m. on Friday, Dec. 4 and 5 a.m. on Monday, Dec. 7, an unknown suspect(s) removed a window at Golden Ring Middle School in the 6700 block of Kenwood Avenue to gain entry. Once inside, the suspect(s) stole various food items from the cafeteria and sprayed graffiti in the hallway of the school.
Week of Nov. 21
Kingsville Shed Burglary– Sometime between 5 p.m. on Nov. 29 and 9:35 a.m. on Dec. 2, an unknown suspect(s) broke into the victim’s shed in the 12100 block of Philadelphia Road in Kingsville and stole property.

Attempted Rosedale Shed Burglary- Two of the victim’s sheds were tampered with in the 9000 block of Philadelphia Road in Rosedale on Sunday, Nov. 29 around 8:34 a.m. No items were removed from the sheds.

Home Invasion Attempt in Perry Hall- At 5:50 p.m., the suspect attempted to gain entry into the residence in the 8900 block of Whitetail Court in Perry Hall through the back door and disabled the security camera on Saturday, Nov. 28 around 5:50 p.m. The suspect fled after the victim called 911 and was later apprehended and charged.

Pills & Cash Stolen in Rosedale-A victim was assaulted by two unknown suspects in the 800 block of Pulaski Highway in Rosedale. The suspects took a bag containing cash and a pill bottle on Tuesday, Nov. 24 around 2:30 a.m. The suspects fled in a vehicle.

Robbery in Overlea– A victim was robbed on Saturday, Nov. 21 of multiple electronics by an unknown armed suspect(s) in the 4300 block of Kenwood Avenue in Overlea.

Carjacking in Overlea-A victim was stopped at the light in Overlea at the intersection of Belair Road and East Overlea Avenue when two unknown suspects approached the vehicle and struck the victim with a handgun. The suspects then took the victim’s vehicle and fled on Saturday, Nov. 21 at 7:40 p.m.
Week of Nov. 14

Uber/Lyft Driver Carjacked- The suspect ordered a ridesharing service on Friday, Nov. 20 at 12:10 a.m. When the victim picked up the suspect, the suspect assaulted the victim to obtain control of the victim’s vehicle while driving in the 7500 block of Belair Road near Fullerton Avenue in Overlea. The suspect was arrested.

Macy’s Burglarized- On Wednesday, Nov. 18 at 6:30 a.m., three unknown suspects broke the glass doors to gain entry into Macy’s at White Marsh Mall in the 8200 block of Perry Hall Boulevard and removed clothing and accessories. The suspects then fled the scene in a vehicle.

Robbery in Rosedale- An unknown suspect approached the victim’s vehicle in the 6300 block of Kenwood Avenue in Rosedale and demanded his property while holding an unknown object to his head on Wednesday, Nov. 18 at 3:37 a.m. The suspect then fled from the location.

Attempted Robbery in Rosedale-A known suspect assaulted the victim in the 4700 block of Rasped Avenue in Overlea and then searched the victim’s pockets on Saturday, Nov. 15 at 4:30 p.m.

Royal Farms Robbery- An armed suspect entered the Royal Farms in the 8800 block of Philadelphia Road in Rossville and demanded the clerk hand over his personal cell phone and all the cash from the register. The suspect was arrested at the scene on Thursday, Nov. 12 at 11:44 p.m.

Kingsville Shed Burglarized –Sometime between Nov. 11 at 1 p.m. and on Nov. 14 at 10 a.m. an unknown suspect entered an unlocked detached storage shed in the 11000 b lock of Old Landing Road in Kingsville and removed landscaping equipment.

Week of Sept. 25

Second Degree Burglary- Three unknown suspects cut and pried open the front door of Rosedale Discount Liquors in the 6400 block of Kenwood Avenue. The suspects unsuccessfully attempted to remove the ATM. A safe and two cash drawers were stolen on Tuesday, Sept. 30 at 3:37 a.m.

Second Degree Burglary- On Tuesday, Sept. 30 at 1:10 a.m., an unknown suspect(s) cut through two latches on a storage container which is located on the victim’s property in the 1800 block of Woodruff Avenue. The suspect(s) stole three dirt bikes and an ATV from within.

Robbery-Two unknown suspects robbed two victims of their cash and drugs in the 1400 block of Cheaco Avenue in Rosedale and then fled in a vehicle on Monday, Sept. 28 at 4:55 a.m.

Second Degree Burglary-Between midnight on Aug. 27 and 11:30 a.m. on Sept. 27, an unknown suspect broke into a secured storage unit and stole multiple items in the 7800 block of Rossville Boulevard in Fullerton.

First Degree Assault-On Friday, Sept. 25 around 4 p.m., three unknown suspects assaulted the victim with an unknown object in the 8200 block of Perry Hall Boulevard near or at White Marsh Mall Victim was treated at a local hospital for non-life threatening injuries.

First Degree Burglary- An unknown suspect smashed a window at the victim’s residence to gain entry in the 4200 Block of Silver Spring Road in Perry Hall. Once inside, the suspect took cash from the victim’s wallet and then fled on Friday, Sept. 25 at 12:30 p.m.

Week of Sept. 19

Robbery- Three unknown suspects entered the 7-Eleven in the 6400 block of Golden Ring in Rosedale. The suspects went behind the counter, pulled out both register drawers and then fled on Sept. 21 around 10:36 p.m.


Robbery-
A victim was assaulted by several known and unknown suspects in the 6100 block of Radecke Avenue in Overlea. The suspects took the victim’s shoes and belt on Sept. 19 around 7:49 p.m.

First Degree Assault- Police reported that two known persons got into an argument on Sept. 19 around 7:49 p.m. and one was physically assaulted in the unit block of Maya Way in Rosedale.

Police Investigating a Shooting in Overlea


Baltimore County Police are investigating a shooting in White Marsh last night that left a man injured.

Just before midnight on August 21, police responded to the 5400 block of Kenwood Avenue in Overlea for a call of a shooting.

The preliminary investigation determined that a 20-year-old man was shot in the upper body while attending a gathering at the rear of the location. He was driven to a local hospital and has since been released.

Detectives from the Baltimore County Police Violent Crimes Unit are continuing to investigate this incident and ask anyone who may have additional information to call 410-307-2020.

Overlea High Resource Officer Named SRO of the Year


Officer Danielle Moore, a member of the Baltimore County Police Department since 2012, has been named 2020 Floyd Ledbetter National SRO (School Resource Officer) of the Year by the National Association of School Resource Officers (NASRO).

Officer Moore has served as a school resource officer at Overlea High School since 2018.

“Officer Moore has quickly made an impression on Overlea High School’s scholars, families, and staff,” said Baltimore County Public Schools Superintendent Dr. Darryl L. Williams. “She serves the school community in a way that affirms each student’s potential and promotes a healthy school climate. We are so thankful for her service and so proud of her for earning this national honor.”

According to Overlea High Principal Monica Sample, Officer Moore is the school’s “biggest cheerleader” and someone who “demonstrates commitment, loyalty, empathy, discipline, and diplomacy” and interacts with students “in a positive and restorative manner.”

“Many female scholars,” Sample wrote, “consistently approach Officer Moore for guidance, support, and mentorship with social-emotional issues. She is viewed by many as an honorary mother who represents confidence, optimism, and hope.”

Three of the many ways that Officer Moore contributes to the school culture are by serving as co-coordinator of the female mentoring I.T. Girls of Overlea High School, as a member of the Overlea student support team, and as a member of the Restorative Practices team. According to Sample, Officer Moore has “conducted over 100 restorative conferences,” thereby preventing numerous altercations in the school and community.

“SRO Moore is non-judgmental in her role and gives each scholar endless opportunities and support despite their disciplinary histories,” Sample wrote. “She inspires and gives hope to our scholars that each day is a new day and that our scholars are all capable of being model citizens who will make a great impact on society.”

Mo Canady, executive director of NASRO, said of Officer Moore, “It is apparent that she demonstrates the SRO Triad Concept in serving as a coach and mentor, educator, and law enforcement officer while seeking opportunities to serve her school community. It is our privilege to bestow this honor to one who exemplifies the title of school resource officer so well.”

Officer Moore will receive her award during the Aug. 5 opening ceremonies of the virtual 30th Annual NASRO School Safety Conference.

Two Injured in Overlea Shooting Overnight


An early Sunday morning shooting in Overlea injured one adult and a juvenile victim.

Officers were called to the 4900 block of Hazelwood Avenue at 1:29 a.m. for a shooting.

One adult man suffered a gunshot wound to the lower body and a juvenile male victim suffered a life-threatening gunshot wound to the upper body. Both were transported to area hospitals for treatment.

Maryland Reports Positive Health Metrics Compared to Other States


Five weeks after the state entered Stage Two of recovery, Maryland’s key COVID-19 health metrics continue to trend in a positive direction. The statewide positivity rate has fallen to a new low of 4.34%, and ICU beds have dropped to their lowest level since March 30. State health officials continue to monitor the spikes and outbreaks in neighboring states, as well as the rising positivity rate among young people.

“Maryland continues to be much better positioned than most states in America because of our long term-testing strategy and strategic stockpile of test kits, but we are calling on local leaders to continue doing their part to expand testing efforts—particularly in Anne Arundel County, which is lagging behind all the rest of our most populous jurisdictions,” said Governor Hogan. “Fortunately, our numbers continue trending in a positive direction while infection rates in states all across the country, and those surrounding our state border, are spiking. We are concerned that the positivity rate among Marylanders under 35 is now 84% higher than the rate for Marylanders 35 and older, making it more important than ever for all Marylanders to remain vigilant, wear face coverings, wash their hands, and practice physical distancing.”

Statewide Positivity Rate Falls to New Low of 4.34%. The state’s seven-day average positivity rate has fallen to a new low of 4.34%—down nearly 84% from its peak on April 17—and the daily positivity rate is 4.64%.
• States in our region continue to see spikes and outbreaks, with Virginia experiencing a 6.83% positivity rate over the last week.
• The state is closely monitoring the situation in Queen Anne’s County, which has experienced a 225% increase in its positivity rate since June 30, and now has the state’s highest positivity rate at 7.67%.
Hospitalizations Fall to 385, ICU Beds at Lowest Level Since March 30. Current total COVID-19 hospitalizations have fallen to 385, with 122 ICU beds in use—the lowest level of ICU bed use since March 30.
Nearly 775,000 COVID-19 Tests, 10.3% of Population Tested. In total, Maryland has now conducted 774,693 COVID-19 tests, including 13,298 tests over the last 24 hours. 621,603 Marylanders have now been tested for COVID-19—representing 10.3% of the state’s population.
Positivity Rate Higher For Marylanders Under 35. In keeping with trends states are seeing across the country, the positivity rate among Marylanders under 35 (6.33%) is 84% higher than the positivity rate for Marylanders age 35 and older (3.44%).
Anne Arundel Lags In Testing Among Most Populous Jurisdictions. Among Maryland’s most populous jurisdictions, all except for Anne Arundel County are at or close to the goal of testing 10% of the population. The state has offered an unlimited amount of tests to any jurisdiction that needs them.

220+ COVID Testing Sites Statewide. To further increase convenience and accessibility at COVID-19 testing sites, the Maryland Department of Health and local partners are now providing patients with the ability to schedule their own appointments online at more sites.
• Patients can schedule their own appointments at the Columbia VEIP, Pimlico Race Course, and Baltimore Convention Center testing sites by visiting coronavirus.maryland.gov and clicking on the “Testing” tab.
• Although an appointment is strongly encouraged, the Pimlico Race Course and Baltimore Convention Center testing sites continue to accommodate walk-up patients. No doctor’s order is required at these sites.
• Both the Glen Burnie VEIP and Six Flags America theme park offer no-appointment, drive-thru testing. Both sites operate on Wednesdays and Fridays from 8 a.m. to noon
